To open a new mIRC Channel dispose the same command to join a Channel.

If you open a new Channel with /j #channel, you automatically have Op rights, suppositional, the Channel isn't used by another mIRC user.

If you leave the Channel, you will loose your Op rights. If any other user havn't had OP rights in this Channel, nobody can get them again.

On some Server, it is possible to register a Chatroom/Channel for yourself. The condition is that the server supports these services and will register your Nick.

With the command:

/msg ChanServ register #Channel Password Channel_description

you can register your own mIRC Channel/Chatroom.

Some networks have a #support Channel, where you should post the Operator. He will answer your questions. Always look for the Topic in the support Channel, there you almost can find answers to all your questions.
